Seriously?

Imagine receiving a call Sunday morning from the Bishop telling you there is a new family that has moved into the ward who needs a ride to church. You quickly agree to help (a new family adds a lot to a small ward!) and get ready to go. You step out of the house, open your garage door and find a car parked directly in front of your driveway. What in the world? You look around. There is parking on both sides of your driveway, and yet there is a car parked directly in front of it. What would you do? Maybe try to shake the car to get an alarm to go off? Nope, nothing happens. Try to open a door to push the car forward? Nope, doors are locked. Desperate now, knowing the new family is waiting, you honk your horn for a full minute hoping someone will hear (don't worry... it's 10:30 am) and move their car. Several very curious people watch you, but no car owner comes running. Okay, that's it. You get the police on the phone. 5 minutes go by and a police car shows up (wow, good response time). You explain your situation and the police look you straight in the face and seriously say, "But there's not a 'no parking' sign on your garage door. Sorry, there's nothing we can do." By now you've realized you must not be in the United States. First of all, who in their right mind would park their car in front of a garage? One that can clearly be seen into with a car parked inside in plain sight. Second of all, who needs a no parking sign for their garage? Oh, that's right. We live in Spain. Apparently here, if you actually don't want someone to park in front of your garage, you have to pay a fee, wait 3 months and finally get a small, official no parking sign on your garage door. Never mind that the owner (not the renter) of the house has to make the request and after numerous attempts to get said owner to request a sign, nothing has been done. Lucky for us, right after the police showed up the owner of the notorious car also showed up and after explaining to us that she had every right to park there, she kindly moved her car so we could get out of our driveway. Seriously Spain? Try again.
Oh and as an added bonus, later that afternoon, as we sat out on our porch another driver tried to park in front of our driveway. When we asked for him to move his car he grumbled and griped telling us he could very well park there if he pleased, since there's no sign, before he finally moved his car. Am I missing something here?
